Police arrest a man in the killing outside of Shoe City in northeast Washington

Anderson’s attorney declined to comment.
The shooting took place at 11:44 a.m. on June 15 in front of Shoe City at Block 3900 of Minnesota Avenue NE at the East River Park mall in the Benning neighborhood.
Police identified the victim as Israel Mattocks, 30, of southeast Washington.
An affidavit of arrest filed in DC Superior Court states that Anderson and Mattocks were at another shoe store across the street from Shoe City when they began the argument. Police said Mattocks left that store and went to Shoe City and police allege Anderson followed him and shot him as he came outside.
Police said Mattocks was shot seven times and had a .40 caliber handgun loaded with 14 bullets tucked into his waistband.
Police said in court documents that Anderson also had a gun when he was arrested Monday.
According to the arrest affidavit, Anderson told police he had argued with Mattocks, who he said he didn’t know. about shoes. Anderson reportedly told police he was concerned Mattocks was reaching for a gun at the time of the shooting, the affidavit said.
