In the days since Moscow announced a pause in operations in eastern Ukraine, Russian forces have nonetheless launched missile strikes across the front lines, killing dozens as they try to regroup and avoid ceding captured territories.

Over the weekend alone, Ukrainian authorities reported about three dozen airstrikes, and a regional governor said Russia was making “hell hot” in the east of the country.

“Over the past week, many have spoken about the alleged ‘operational pause’ in the actions of the occupying forces in Donbass and other parts of Ukraine,” said Ukrainian President Volodymyr Zelenskyy in a speech on Sunday evening. “Thirty-four airstrikes by Russian planes over the past day is a response to all who dreamed up this ‘pause’.”

Analysts at the Washington-based Institute for the Study of War predicted the tactical adjustment last week, and Russia’s defense ministry appeared to confirm the assessment, saying troops would “take steps to restore their combat capabilities.” However, the analysts warned that such a regrouping does not mean a temporary halt to fighting. On the contrary, they noted, Russia is likely to conduct “limited offensive operations” to cover up its reorganization.

“Russian campaign design, inadequate as it was in general, is nevertheless good enough to manifest this basic principle of operational art,” the institute reported.

Zelenskyy and other Ukrainian leaders have incorporated such assessments into their rhetorical slogans, arguing that there has been no pause but increased aid may win one.
