Incentives for Czech film production back, but at a reduced rate

After outrage from Czech and international producers, the Czech Republic is bringing back its film production incentives – but at a reduced rate, described as a stopgap until a new law can fully restore them.

Czech President Milos Zeman has signed new law to keep the incentives at 20% of the rebate on cash spent – falling short of the 30% rate now in place in Hungary and Poland, and also behind Slovakia and Germany, each offering 25%.

The new law also limits the fund available for rebates to about $6 million per project, a limit that Czech Film Commission head Pavlina Zipkova says “contradicts the mere sense of production incentives that attract investment from abroad must. ”

Zipkova adds that industry officials are working on an improved version of the stimulus bill to create more competitive conditions to keep the recent stream of mega-productions like Netflix’s “The Gray Man” and Amazon’s “The Wheel of Time” rolling.

Details of the draft measure are still under wraps, but according to Zipkova, it is expected to be adopted and come into force ideally in 2024.

This summer, when incentives were exhausted, Vratislav Slajer, the chairman of the country’s main producer association, APA, told APA that the government’s inaction had left the industry “on the brink of a precipice”.

He warned colleagues from Karlovy Vary Intl. film festival that they were witnessing the looming loss of more than a decade of progress in bringing in foreign film – and the prospect of seeing billions flow to other countries.

The Czech government suspended film production incentives in early 2020, citing a spending crisis caused by the need to bail out companies hit by COVID-19 losses and take in war refugees from Ukraine.
