You must unlock this character by completing a specific mission. This mission is the Theron is the problem side mission. This task is in the Endor Space mission area, so go there to start. You need to fly to the nearby asteroids to find the quest marker.

Find the character icon between the space rocks, which will then prompt you to go to Yavin 4’s space area. This triggers a mission where you have to fight off three waves of TIE fighters.
