To unlock All-Weather Beauty, aka Kazuha Special Dish, you must purchase it from NPC Ryouko in Ritou. The recipe is called Dry Braised Salted Fish and costs 1250 Mora.

It is worth noting that the NPC is Ryouko Ritou, a sub-area on Narukami Island, Inazuma. Therefore, you must unlock the Inazuma area to finally unlock the recipe. Also, Ryouko’s shop is only accessible after completing the world quest Chisato’s Letter.
