A secret CIA-run program targeting ordinary Americans has been exposed by two Democratic lawmakers.
Based on New York TimesThe agency operated its own unsecured mass data collection program despite efforts by Congress to stop it.
The Times reported: “The CIA censored the nature of the data when declassifying the letter. “At the same time, it states that a report on the same topic, mentioned in the letter, should be fully classified, with the exception of some recommendations that are heavily redacted.”
The revelations about the agency’s activities come from a watchdog group called the Civil Liberties and Privacy Oversight Board, which oversees activities carried out by the U.S. intelligence community (IC). Executive Order 12333.
“In March 2021, the Senate Intelligence Committee received a copy of the report,” the Times added. “In a letter next month, two Democrats on the panel, Senators Ron Wyden of Oregon and Martin Heinrich of New Mexico, urged Avril D. Haines, director of national intelligence, and William J. Burns, director of the CIA, declassifies operations and any internal rules about querying data for information on Americans. “
In a letter to Haines and Burns, the two Democrats wrote:
During your confirmation, you expressed a commitment to greater transparency and appreciated how confidential interpretations of the law undermine democratic scrutiny and jeopardize the long-term reputation of Intelligence community. The covert nature of CIA operations described in the PCLOB report raises these enormous concerns.
This history demonstrates the clear intent of Congress, demonstrated over the years and through the passage of numerous laws, to limit and, in some cases, prohibit the unsecured collection of Americans’ records, as well as strong public interest and support for these legislative efforts.
During this time, however, the CIA secretly conducted its own mass program [redacted]. It did so completely outside the statutory framework that Congress and the public believed would govern this collection, and without any oversight by the judiciary, parliament or even its branches. law enforcement accompanying the FISA collection.
This basic truth has been kept secret from the public and from Congress. Until the PCLOB report was submitted last month, the nature and extent of the CIA’s intelligence collection had been withheld by the Senate Select Committee on Intelligence.
