A small Mississippi city council member has been sued by the parents of a 17-year-old boy for allegedly touching him inappropriately and giving him beer while he was doing another of his jobs.
Diamondhead City Councilor Alan MoranAged 34, was arrested on Valentine’s Day and charged with one count each of simple assault causing bodily harm and contributing to a child’s delinquency.
Criminal Proceduresregarding the misdemeanor charges mentioned above in Hancock County, parallel to and different from the civil action filed by the boy’s parents on March 14, 2022. Moran has plead not guilty for criminal charges.
Law & Crime obtained a copy of the original civil complaint.
The lawsuit alleges that Moran sent the boy in question, known as “John Doe,” a message via Snapchat on behalf of a pest control business where he works “ask him if Do you want to come to work? [the pest control business] operates one of the vehicles “used in the business of spraying insecticides to control mosquitoes.”
The boy is said to have agreed and been given instructions on what he would learn and why – followed by training on how to operate the vehicle and “onboard mosquito control devices”.
Plaintiff Doe is said to have been instructed to steer one of the trucks in one direction before diverting toward Moran’s mansion in Diamondhead, Miss. “So that Moran could give his wife some ‘paperwork,’” the lawsuit alleges.
“While on the road, Moran removed the GPS system, the tracking system [pest control] the case continues. “John Doe and Moran then moved into Moran’s home in Diamondhead, where Moran invited Joe Doe into the home while he signed Valentine’s Day cards for his wife.”
Then, according to the records, Moran told the boy to drive slowly to “wherever he wanted.” Eventually, the two went to a gas station “where Alan Moran offered to buy beer,” the lawsuit claims. The offer was said to have been accepted, and the two returned to the pest control business building, where they both drank beer.
Meanwhile, the lawsuit alleges, “Moran manufactured a sex toy and asked John Doe to play with it.” The boy refused but the accusations continued.
“Then a conversation regarding Moran’s cell phone ensued, with Moran offering to give John Doe the phone and one-fifth of the Crown Royal if John Doe played with a sex toy.” profile said.
The boy then became uncomfortable with the topic of discussion and asked for instructions on how to use the spray device, according to the filing. The two boarded the original truck, but Moran was said to be unable to operate the crank on the pest repellent. So Moran and the boy got into a second truck.
“After driving several miles, Moran removed the GPS system in Truck #2 while John Doe was driving,” the lawsuit alleges. “As they continued to drive north on Hwy 603, John Doe grew increasingly annoyed with Moran’s persistently obscene comments.”
While walking on the street, the boy is said to have told Moran that he needed to pee. After stopping at a barn, Moran is said to have made another attempt.
“While John Doe was self-soothing, Moran continued to make sexually explicit comments asking John Doe to allow him to observe as he urinated,” the lawsuit claims. “John Doe again rejects Moran’s advances.”
Back on the road, Moran is accused of being braver and more outspoken – and accused of having committed a sexual assault.
The lawsuit states that Moran “began repeatedly touching the boy’s “inner thighs and grasping his genitals” despite being told to “stop” and despite being “removed” by the hand several times.
The boy eventually escaped by texting his father, Russell Dykesto meet him at some gas station.
Both mom and dad showed up and the boy gave the truck keys to his mother, Raychel dike. Moran allegedly asked for the keys to be returned. The boy’s father then “tried to arrest” the elected official – allegedly prompting him to give chase into a nearby wooded area and dispose of a phone believed to be a “burner”. .
Moran was arrested minutes later by the Hancock County Sheriff’s Department.
He is being sued for assault and battery, false imprisonment, and willful or negligent mental distress. The lawsuit also names a pest control company and an insulation company where Moran also works (shared building with the pest control company) as defendants.
